Shaping settings on a interface get lost if the interface goes down

Description
If an interface goes down it looses the shaping settings. So when it gets back up the interface is no longer shaping. Vuurmuur should somehow detect this and re-apply the shaping settings to the interface.

This can be done by adding the 'vuurmuur_script --reload' command to the scripts that bring up an interface in the system.
